Ingredients

  • 3 lbs Yukon Gold potatoes
  • 1 large sweet onion
  • 4 tbsp butter
  • 3 tbsp flour
  • 3 cups milk
  • 1 cup heavy cream
  • 3 cups cheese
  • Seasonings

Instructions

  • Prepare cheese sauce.
  • Layer potatoes, onions, and sauce.
  • Repeat layers.
  • Top with Parmesan cheese.
  • Bake covered 45 minutes.
  • Uncover and bake 25–30 minutes.
  • Rest before serving.

Notes

  • For the best flavor, use lean ground beef and allow it to brown well before adding the vegetables.
  • Bell peppers should remain slightly crisp to add texture and color to the finished dish.
  • Day-old rice works especially well because it holds its shape and absorbs the seasonings without becoming mushy.
  • If your rice seems dry, add a few tablespoons of beef broth while mixing everything together.
  • Fresh garlic provides the best flavor, but garlic powder can be substituted in a pinch.
